That looks like Admiral Alfred Richmond in front of Fowler. Richmond and his wife Gretchen helped christen the Columbia in 1958. Admiral Richmond was retired from the Coast Guard at this time, and was serving as a civil defence official. Looks like Walt is showing off the new Tiki Room to his guests.
