It's indeed by Moores and Taliaferro. Notice that the orignal art was cut and Goofys arm was extended in the published piece. The original art was also reproduced in a catalog featuring original comic art, published in Sweden a few years ago.
Jim Korkis recently stumbled upon this music sheet, supposedly illustrated by Floyd Gottfredson.
